The Role of Parish Councils
There are three tiers of Local Government in Grindleton - County Council, District (or Borough) Council, and Parish Council. Each tier has distinct responsibilities and works together to serve the needs of residents.
Tier 1
Parish Councils
Parish Councils represent the first tier of local government - the level closest to the community. They provide valuable local insight and are increasingly taking on more community-focused responsibilities. These can include:
Â
-
Supporting local events and community groups
-
Managing assets such as community centres, play areas, and noticeboards
-
Reporting local issues like potholes, littering, and dog fouling
-
Management of allotmentsÂ
-
Advocating for the needs and interests of residents to higher-tier authorities

They play an essential role in making their communities better places to live, work, and visit.
What is a Parish Precept?Â
A parish precept is the portion of Council Tax allocated to the Parish Council. It provides funding for local services, village maintenance, community projects, administration and other council responsibilities.
Tier 2

Grindleton Parish Council comes under Ribble Valley Council who has responsibility for:
Â

-
Refuse, recycling, and litter collection
-
Housing services and homelessness support
-

-
Environmental health, including noise and animal nuisances

Speeding in the village
Posted: 24th May 2026
Please remember to report any concerns you have about speeding through the village to the Lancashire Road Safety Partnership. Our village has a 30mph speed limit within the centre, 20mph near schools on school days and national speed limit elsewhere. This is the strategy recommended by Ribble Valley neighbourhood police team.
Potholes
Posted: 18th May 2026
Potholes remain a perennial problem and can cause serious damage to vehicles if not repaired. Any resident who encounters a problem is encouraged to report it to Lancashire County Council as Highways Authority. This can be done via the LCC website or the "Love Clean Streets" mobile app, details of both of which can be viewed via the link: pot hole reporting.
HARP - Haweswater Aqueduct Resilience Programme.
Posted: 10th May 2026
HARP - Haweswater Aqueduct Resilience Programme. HARP is a major scheme to maintain drinking water supplies across Cumbria, Lancashire and Greater Manchester for future generations. The Haweswater Aqueduct is a 110km pipeline which runs from the Lake District, through Lancashire and into Greater Manchester. Completed in the 1950s, the pipeline needs essential maintenance to ensure it can continue to supply customers for generations to come. United Utilities proposed plans include the replacement of six tunnel sections along the pipeline route. Up-to-date information is provided by United Utilities on a dedicated website 'HARP - Water for the North West'. When available, updates will be given on the Parish Council Facebook page
